of information warfare (IW) are, as yet, ambiguous. This uncertainty can only be re-solved through open and frank discussion of just where information-warfare operations fit into foreign policy, international relations, and the international legal environment.

History: Mr. Dodd has published many technical articles and reports in the information security field and presented cutting-edge information security ideas at over 100 technical and professional conferences around the country. He is founder and Executive Director of the National Information Security Research and Defense Institute (NISRAD Institute) which is a Non-Profit organization dedicated to securing U.S. critical infrastructure against cyber based attacks. Mr. Dodd gives presentations and training nationwide on information security issues with a global perspective.
