Old survey on ratio of staff to users

Sometime ago SAGE or USENIX (or someone in this context) conducted a
survey about the ratio of support staff to number of users at a site.
All I remember about the results where that they where inconclusive.
Still I would to show the results to someone and can't find the copy
which I thought I keep. If someone remembers this survey and can
mail me the results I would appreciate it.
