Roll the clock back about 20 years....  Sound familiar?  It does to
me.  Except the topic was "computer science" and not "systems
administration".

Are you saying that these are not reasonable goals?
I'm not sure that a separate department would be necessary or viable,
but certainly as a corner of computer science or computer engineering
it is more than appropriate.
