This gets subjective, as a good admin or technical support person can do 
_far more_ (useful) work than an incompetant one.

However, in general, and assuming not much in the way of tools and 
utlities to reduce workload, I've found that 50 systems to 1 IT person 
works reasonably well for UNIX, and about 25:1 for windows.
