Well, it's been said many times before but I guess it bears repeating:
there is no fixed ratio of admins to machines that applies to everyone.
It depends on too many factors like the amount of user hand-holding
that has to be done, the remote administration capabilities available,
the diversity of the environment, etc.

The original article is more than 10 years old, but things really
haven't changed. You may have other considerations to factor in, but
it will give you some very good ideas on how to evaluate this, and
it may allow you to distill it all into a final ratio for your site.
