The source is available.  I do not know to what level of Bill's deep
kingdom you have to consign your soul to get a copy.  It is, of course,
not "open" in any sense of the word.  And it is definitely NOT
definitive - if you believe that it is, you can join the ranks of the
many who trusted M$'s "hidden APIs" and lost.  M$ retains the right to
turn it all into last week's offal at a moment's notice.  Service Pack
