IMO, the title of "Engineer" is used far to liberally, and I know of 
many licenced engineers who can become quite animated when they hear 
terms like "Systems Engineer".  That's not to say that everyone who uses 
the term "Systems Engineer" is not deserving of the title, but a clear 
definition that is acceptable to most technical professionals would be a 
way to solve this.  Perhaps this is something for a SAGE committee to 
work on.
