I have asked a few friends with engineering degrees about this. I believe
only those with an engineering degree are enetitled to be called
"Professional Enginner".
Personally I avoid using the term Engineer except in specific cases:
(i) The person has a Professional Enginernering degree
(ii) The person drives a steam train
> And let us not forget that more than a few of us answer to "System Manager"

And to add confusion sometimes System Managers are the people who manage
the System Administrators ;)
