Funny that you should ask since I've just spent the last week at the
Internet2 Joint Tech conference seeing presentations about things just like
this (except usually at 10 gigs). There are a number of papers of interest
online here:

specifically this one on ssh for instance (its already with our ssh maintainer

and you probably want to have a look at ndt and friends from the Network
performance workshop last weekend (ndt in particular will characterize the
client workstation via a java app to the ndt server and make performance
enhancing suggestions, although I haven't yet had time to play with it a lot
I came out of the workshop with operating examples of all three tools ready
to pop in to my network in my infinite spare time :-) and the workshop is highly
recommended if they offer it at the next JT.
