Others have suggested SNMP-based tools, or network sniffer-based 
tools, both of which are avenues you definitely want to check out.

Since I'm not 100% certain that these answer your question, I'm going 
to take a slightly different approach.  If you want to test to see 
what kind of bandwidth you have available to you (as opposed to what 
is currently being used), you should take a look at pathrate, 
pathload, netperf, etc....

The best collection of lists of such network performance testing 
tools I know of is at the CAIDA website, see 
<http://www.caida.org/tools/taxonomy/performance.xml>.  And they have 
many, many more tools they link to, try starting at their top-level 
"Tools" page at <http://www.caida.org/tools/>.


Anyway, I thought I'd throw that out there, just in case it helps.
