I've seen more programmers that I consider to be good, but then I'm 
not a professional programmer and I'm not convinced that I'm 
qualified as to whether or not they are actually good.

The best sysadmins I've known have also been people that I considered 
to be good programmers.  However, I have seen some good sysadmins 
that don't write code (they may do a bit of script hacking, but no 
real programming).

There is a lot of overlap, but not necessarily a causal relationship.
