I'm seeing a trend where organizations are divided between customer
facing and back-office work. If you deal with customers you are
"desktop/laptop/whatever support" and aren't expected to be a big time
software developer. If you are a system administrator you are
expected to either have a specialty like hardware, or be a software
developer.
Though, most sites still mix up responsibilities and end up with
people that are pulled in all directions. I think this makes sense at
a very small site, or department. However, once you grow to a certain
size management should start having people specialize.
