My personal experience certainly agrees with the observation that SMS
is both unreliable and unpredictable. But SMS and, previously, pagers
were adopted for notification because computers had trouble sending
information via a normal voice call. Now that text-to-speech mostly
works and caller-id can be easily spoofed, why not consider using a
voice call as a substitute. Send short messages directly in the CID,
send more details as text-to-speech. All the networks seem to work
fairly well at completing voice calls immediately.
