This may be in their handbook, but it's illegal for them to withold pay. Only 
the IRS can do this with your paycheck. All you have to do is have your lawyer 
give them a call....you'll get your par promptly. Even state courts have to go 
through all kinds of hell and red tape to get wage garnishments for things 
like back child support....and that's about all they can garnish for.....

A university can withold your diploma until all obligations are settled....

This is taken from a university's personell handbook
and indicates that they will hold back salary due until
obligations are met.


Settlement of Obligations 

Upon termination employees have a responsibility to settle 
their obligations to the University before leaving. All 
University property (including keys) must be returned to 
the place of issue. The terminal salary payment may be 
withheld until such time that it can be assured that all 
obligations have been met. Final terminal salary payment 
will be made within the prescribed payroll procedures 
and time frame.
