It really is. Even version 1.0.7, which we're still using internally,
is much better than anything else we've found.

Not having this as an explicit step of the install intructions has
always been my biggest beef with RT. It's getting better, but it's
still not great.

Nah, you should just dump perl and all it's modules into the web
server top level and point RT there. This should of course be on it's
own web server on it's on port, with a re-direct as needed from port
80.
This idea is to isolate RT and all it requires into one heirarchy.
This way you can play with and test new versions, without disturbing
each other.
